Company History
Baer & Associates was founded by Richard C. Baer in 1976 to provide construction cost consulting services in New York State and beyond. The firm also provides related services including cost segregation studies, quantity surveys, surety completion services and other general consulting services. In 2004 Mr. Baer was joined by Joseph M. Dommer in a newly formed Limited Liability Corporation dedicated to continuing the company’s 32-year tradition of service and value to its clientele.

Throughout its 32-year history Baer & Associates has accumulated a database of more than 4000 projects. This allows ready access to geographically accurate, timely information for all types of projects, from rehab to new construction. In an era of just-in-time product delivery, Baer & Associates has staked its reputation on an ability to provide detailed responses to client requests with minimal turn-around time.

During this 32-year history, the firm has also been exposed to many different cost analysis and reporting requirements. Baer & Associates maintains a flexible approach with a commitment to open lines of communication with its clients to maximize use of cost reporting as a functional tool in the design process. Each report is individually prepared to present accurate, timely information in a user-friendly format that enhances project understanding and permits better control of quality and cost. The company provides services in many project delivery formats, including traditional Design-Bid-Build, Construction Management, Construction Management at Risk, and Design-Build.

Our clients find that our independent, objective approach serves as a value-added tool in providing cost estimates and cost estimate reviews, in selection and establishment of project delivery teams, in evaluation of alternative designs, and in establishment of project scope based on quality information.

Baer & Associates currently services over 90 different design firms and private owners and has term contract arrangements with the State University Construction Fund of New York State, the Dormitory Authority of the State of New York, and the New York State Office of General Services. Projects have also been completed for the United States Postal Service, the United States Department of Housing and Urban Development, the Department of Veterans Affairs, the U.S. Army, the Air Force National Guard, the U.S. Army Corps of Engineers, the 914th Tactical Airlift Group and the Northern Division, Naval Facilities Engineering Command. Private clients include Delaware North Company, Delphi Harrison Thermal Systems, the Carborundum Company, E.I. DuPont de Nemours Company, Gibraltar Steel and General Motors Powertrain Group. Mr. Baer has provided expert testimony before the Supreme Court of the State of New York, the New York State Court of Claims, and the City of Buffalo Housing Court.
